you should be able to set the tv-out norm via the bios interface used
by s3switch and the Xorg savage driver.  If you look at the Xorg savage
driver or the s3switch source code, you should be able to look at the
code that sets the tv-standard and try other bit combos to set secam. 
This all assumes the tv-encoder used with your laptop supports secam
(does it work in windows?).
