It's possible the driver programs the tv-encoder directly in certain
configurations. the prosavage/twister chips did not have an integrated
tv-encoder so they used external ones (usally VIA and Crontel IIRC). If
that's the case, you'll need to scare up the encoder docs and program
it correctly (probably via i2c).
